Merge Multiple PDF Documents into 1 after getting from Database

I need to Concatenate / Merge all the PDF documents after getting it from the database, since the number of documents are too high (more than 7000 pdf documents) so I need to know what is the best approach to Concatenate them all after reading from the database.

Performance is a matter!
